Background of the SBSRF: The State Border Security Reinforcement Fund (SBSRF) is administered by the Federal Emergency Management Agency (FEMA). It is a competitive program designed to reinforce border security at every level. By combining transparent competition, strict compliance, robust oversight, and executive flexibility, SBSRF advances both the statutory requirements of Congress and the executive priorities of the Trump Administration, ensuring effective border security for the nation. 

Funding: As authorized by the Working Families Tax Cut Act of 2025 (Public Law 119-21), DHS is making $9,985,436,000 in federal funding available for the FY 2026 SBSRF.

Application Criteria: Each State Administrative Agency may submit one SBSRF grant application. Eligible applicants must demonstrate capacity, either internally or through a partnership, to carry out each SBSRF allowable activity they propose funding for in their application. For this funding opportunity, the term "state" includes only U.S. states, excluding the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Tribal governments are not eligible for direct awards or subawards under the SBSRF. 

Federal Application: The federal application for the SBSRF is a one (1) time application that is submitted to FEMA from the State Administrative Agency. Sub-Applicants must submit grant application to the SAA for potential funding requests. 

Sub-Applicant Criteria: Under the SBSRF, eligible sub-applicants may apply to and receive subawards from one eligible State Administrative Agency that applies for and receives a SBSRF award directly from FEMA. Sub-applicants must work directly with an eligible State Administrative Agency to be included in an application and must have the capacity to perform each allowable activity as proposed by the applicant. Eligible sub-applicants, as stated in the NOFO, are local governments as defined by 2 C.F.R. § 200.1. 

Mississippi Program Objectives: The following areas are the planned objectives that the MOHS will be directing potential funding toward:

  • Construction or installation of a border wall, border fencing or other barrier, or buoys along the southern border of the United States. 
  • Detection and interdiction of illicit substances and aliens who have unlawfully entered the United States and have committed a crime under federal, state, or local law.   

Period of Performance: The MOHS plans to fund sub-grants on an annual basis through the period of performance, which is planned to end, September 30, 2034. This funding is planned for a total of eight (8) grant years. 

Notice of Funding and Sub-Grant Applications: The MOHS plans to release an annual Notice of Grant Funding and Grant Application to correspond with available awarded funds from FEMA. 

Application Review: Each application that is received by the MOHS will go through a lengthy review process. Please see the chart below to reflect the review process of grant applications. 

Grant Selection and Grant Awards: The MOHS will submit allowable and eligible costs to FEMA for the SBSRF grant program. All costs submitted to FEMA will be reviewed and approved from FEMA for future awards. Although the MOHS send requested costs to FEMA for review and approval, there is no guarantee that requested costs will be approved by FEMA and move into Grant Awards. 

Grant Awards/Implementation and Grant Forms: All Grant Award, Implementation Process and Program Grant Forms are currently in development and will be provided to Sub-Awards, after FEMA has approved and awarded funds.
