Non-Profit Grant Announcements: (Updated 6/19/2026)

  • FY25 Non-Profit Award Announcements: STILL PENDING FEMA Approval, Selection and Award. The MOHS has not been provided further details about award or the expectation dates for the Award List. The MOHS will provide Notice of Award of Non-Award as soon as information is provided. We thank you for your patience. 
  • FY26 Non-Profit Grant Program Preparation Workshops: All FY26 Non-Profit Grant Preparation Sessions are concluded. Information on the Preparation sessions can be found below. 
  • FY26 Non-Profit Application: (Proposed Release by FEMA June 24, 2026). FEMA is in preparation of releasing the federal Notice of Funding, which will also include the Investment Justification/Application for sub-recipients.  
    • MOHS released a Memo to Prepare on June 19, 2026, to give potential applicants as much time as possible to get items ready for the Application and prepare as much as possible. Please see the Memo below.

    • As the Notice of Funding is released, the MOHS will provide confirmed dates for the Non-Profit timeline of activities. 
  • Proposed FY26 Timeline for Non-Profit.
    • Grant Writing: July 1, 2026, and July 8, 2026. (1:00 p.m-2:30 p.m.)
    • Grant Deadline: July 15, 2026, by 5:00 p.m.

Non-Profit Grant Program: The Non-Profit Grant Program (NSGP) provides funding for security-related and physical security enhancements to 501c3 non-profit organizations and houses of worship. The NSGP is a competitive grant program which promotes emergency preparedness coordination and collaboration activities between public and private community representatives, as well as state, local and tribal government agencies.

FY25 Non-Profit Grant Funding Available: Up to $200,000.00 per site. Must be separate addresses. *FY26 Application Documents will be provided soon.

Maximum site allowance: 3 sites.

FY25 Non-Profit Grant Funding Opportunities:

Non-Profit Grant Applications require the following documents for a completed application.

  • Vulnerability/Risk Assessment: Each applicant is required to submit a Vulnerability Assessment along with the Application. 
  • Unique Entity Identification (UEI). 
  • NSGP Investment Justification (Application)
  • Authorized Equipment List (AEL)- Only Authorized Equipment approved for Non-Profit Applications are allowed. Please find approved equipment that may be applied for within the Investment Justification. 
  • Mission Statement: Please include a mission statement on jurisdiction letterhead.

Non-Profit Grant Application Review and Award: Each grant application that is received by the MOHS goes through a review process, please see below for the Non-Profit grant review process. 

NP Review Process

Grant Implementation: At the end of each application review process, the Grant Application will become a Grant Award if approved for funding. A Notification of Award is sent to all applicants that are funded or not funded. If an agency is not funded, all applications will be kept for one (1) year. If funding comes available from grant reallocation funds, the MOHS will review all previous Grant Applications and determine if previous applications can be awarded.

When a jurisdiction is awarded for grant funding, then each jurisdiction will be provided information about a required Implementation meeting. Implementation meeting will be held to go over all grant information that will be needed for the grant year. Information will be provided on what is required for the grant, how to fill out the grant award packet and grant forms that will be required for the grant year.

The following information is only for the FY24 Non-Profit Grant Program and not the FY24 Non-Profit Supplemental. New resources will be provided once the FY24 Non-Profit Supplemental Grant Award is awarded to Sub-Recipients.
